I’m looking for equipment able to manage only the turning ON or OFF of a motherboard in same way as ITPS did. It seems that it is no more available. Did you know an alternative low-cost solution to this problem ?
Thank you in advance,

What you need is an optocoupler which will fullfill the task of ON/OFF in the most secure way

As far as I know, the optocouplers act only as a relay (transistor), so how may this one do a switch toggle at power on and a switch toggle at power off ?!

The answer is in your question
So we have at least a +12v feeded from the car when we turn the key aren't we ?
Now on the other side of the optocoupler, you can make it switch what you want, if a delay is needed then have a look at the 555

Here it is, a simple timer component http://www.datasheetcatalog.com/datasheets_pdf/N/E/5/5/NE555.shtml
With both optocoupler and NE555 you can do what you search for, it will cost you some cents nothing more.

You will find with google how to calculate the needed resistors to make the NE555 work
Alternate solution, using a micro controller which will then allow you any fantasy with timings

They are many examples on the web for this specific use and often you will find a pcb, needed components list and of course the code to flash the micro controller.

Thank you any way, even if your solutions seems dificult to me for mading it...
