Runtime error in ICT

As I run the program I get the following runtime error: "laufzeitfehler '10061'". I have no GPS installed, Windows XP SP2 Firewall disabled, runtime .NET framework installed as I use Visual Studio to program on this machine. Can anyone help me addressing this issue ?
